Have to remove birthright citizenship when offered these visas or it's useless.

My stab at "reverse engineering" on this birthright thing...
A legislator says, "Hey, why don't we continue to tightly manage immigration, but if a citizen of another country comes into the US, whether legally or illegally, and gives birth, then the newborn automatically becomes a US citizen. There, that fixes that problem." Question: What was the problem intended to be fixed? 🤔
