This, in turn, would extract our minor league NFL from Universities.

I think the coach needs to get his core before he starts chasing these high profile guys.

I would prefer Grunk but Becht was hurt (left shoulder) most of the year. I would hope that next year he jumps up in to the top 25

If Grunk does go which is almost certain now, I hope that it isn't to Franklin. I can't watch him ruin another PSU QB.

Seriously. Grunk has a new lease on life. Him going to VT would be a death knell for his development.

Unfortunately I believe you are correct. If the higher profile guys have not announced visits to Lasch at this point chances are they are already missed signings for 26. There may be 1 or 2 stragglers who might be available later in the window but the lion's share will be gone and the Lions will have missed their share.

I'm okay with that. I have no expectation of MC winning the B2G or making a playoff run in 26. Save the money.

This isn't a single season rebuild.
The team needs to be completely reshaped.
The coach that was starting an inferior back for years over a superior one is gone.

I don't know enough about this stuff but I but I did stay at a Holiday Inn Express. I think PSU has roughly $28 million to spend on a roster. Here's one possible way to allocate that money.
QB $2 million, backup $.5 million = $2.5 million.
8 OL @ $.5 million avg = $4 million.
3 TEs + 4 WRs + 2 RB @ $.7 million avg = $6.3 million.
6 DL + 5 LB + 6 DB @ $.7 million avg = $11.9 million
That's 36 core players for $24.7 million. That leaves a little over $3 million for the next 34 players for an average of roughly $90k per player. Anything > 70 players play for their scholarship. If we pay 105 players we won't have enough to compete with teams that spend $40 million.
Revenue sharing $ takes care of getting everyone some cash
And maybe a small monthly pizza and gas stipend for the rest of the players on the roster.

The university is allowed to spend $20M on all athletes directly. Football will get most. NIL is unlimited and funded by outsiders.

How does the portal work?
1) How does the player decide whether they want to portal? I understand that someone who is disgruntled with their situation can up and decide they want to transfer. Are they allowed to contact another team to see if there is any mutual interest? If so, when? Can another team contact the player before the portal opens? Can an agent contact another team? Does an agent negotiate with another team before the portal period? I suspect there is agent involvement for the decision of some of the players looking to make more money or position themselves for a better NFL draft choice. I also suspect that their current coach might urge some of the underperformers to seek other options.

3) I saw that there are over 4000 athletes in the portal. Obviously not all of them will be picked up. What happens to those that don't get picked up? Do they go back to their team? Can a team reject them?

1) You need an account on X or access to someone who does. You write a respect my decision paragraph or two. Then you wait until the money rolls in.
2) Agents handle the negotiations but players are in contact with the agents. They can sign at any time after the portal has opened I believe.
3) They go to the player island of misfits where no diplomas are awarded and dreams die.

The former team does not have to reject them. Once in the portal they have broken ties with their former team and are free agents. Their old team owes them nothing going forward. It's the chance they take when they go into the portal. Some of the PSU players that went into the portal likely end up with a worse position on their new team regarding money and/or playing time as well asthe strength of the new team to compete.
In the infancy of the portal a couple years back Franklin was quick to sum up the situation by saying that when a player was in the portal looking for a new team he would be looking for his replalcement.
It would also seem that a couple of the PSU players that went into the portal may eventually be taken back to PSU given the crazy number of players in the portal, the need to stock the PSU roster, and the carry over of coaches still at PSU including coach Terry Smith.

Exactly. Once everyone understands how the market works, then less of that will happen. Players will want guarantees before "portalling" so the agents will probably work as confidential intermediaries. So, if OSU wants to bring in Coleman, it will notify Coleman's agent of its offer, and this could happen during the season. Coleman then portals after the season. Whether such offers are contractually binding, I have no idea.
