Related to the history of program incompetence we have witnessed since 2011, what organization (people, processes, and tools) is currently in place that is actively managing the roster, whether HS recruits, current roster, or NIL prospects? Who's keeping the spreadsheet updated regarding potential talent? PSU either doesn't have this organization, or may have one that is backfilled with political and/or untrained personnel, and/or is dormant because of the lack of leadership.
If they can't communicate the HC status to the public, then at least communicate that things are under control. Respect your fanbase.

There is a general incompetence in how the program has been run. I saw on TOS that both DeLuka and Clifford were getting $500k+ in NIL. Now, I would argue that no one is actually calculating potential ROI on NIL. The upside of those two guys was not even close to $500k and there were likely many players with legitimate gripes about this. We do need a real GM and someone who understands roster management in this new era of constant free agency and no cap NIL.

I've heard that PSU may be willing to put $30M into a roster for next season. That is certainly enticing for candidates that don't have near those resources. But you have to be able to maximize it. Because Ohio St is spending that too and so are others.

Toward a compensation model...
IMO, each position or position group is weighted as to its critically in play execution (e.g. QB = 5, OLB = 3). Then assign values (1 to 5) to the individual regarding proven and potential capabilities (leadership, physical skills, character, ability to learn and adjust, etc). Adjust annually.
Hey, I'm a spreadsheet guy.

That' a decent base, but sometimes you can bring in difference makers that cause you to shift the formula some.
