It was a period where the program lost momentum and dropped in importance.
Some basic questions: How was the program managed over this time period? What were major program milestones pre and post Sandusky? Why did a very successful coach tell the fanbase to lower its expectations? Why did O'Brien leave? Who were the ADs? Any Title IX/NCAA/Big10 factors? Who were the true power players? Where was there conflict between athletics, admin, faculty, BOT, and possible puppet masters? Etc.

Does "success with honor" translate to national championships? Are there powerful people within Penn State circles who would rather have a Rhule type than a Saban type? Remember, it was the Penn State admin/faculty/do-gooders who both undermined and cowered in 2011 and destroyed the brand when strong leadership was required.
 
2024: 13-3, deep playoff run and heartbreaking loss in the semifinal followed by a humiliating firing of that same coach early next season.

That's the legacy that matters in the coaching search. It's going to be a big name at the end of their career coming in for a money grab knowing that the expectations can't possibly be met. I've heard talk of Urban Meyer, which fits the profile.

Agreed, but the expectations can be met, IMHO, if Kraft and an aggressive GM, along with the new coach, have the money and the targets lined up. QB must be the first big purchase, then a WR that complements Denmark and Howard, then a Safety, DL, DE, LB, etc. Maybe 8-10 "acquisitions".
Kraft is probably the most anxious (or panicked?) to make this work, so I believe the effort will be there.
