I'm sure they had a list of how much they were willing to pay each player. I'm also sure they spent time scouting possible replacements. Of course being able to land (afford) first team A10 or MAC players isn't easy given the amount of money being tossed around.

The two they have picked so far are good players. starting PG and Byes is a 3. Basically replacements for Mingo and Stewart. Not willing to say an upgrade over Mingo but not far off and Byers is significantly better than Stewart.

They met with a prominent donor on Byers visit so I think this is a combination of Byers giving a bit of a hometown discount and the donor trying to help PSU rise from last in the BIG in NIL ($3m)

2020 and still eligible for 2027? Nothing says college sports stink like 7 years in college playing any sport. I would not cry if PSU gave only scholarships in bb and whatever NIL is attracted. Paying salaries to these chumps is laughably a financial joke.
