As with the NFL, the GMs are now the ones who target and negotiate for the talent. Because recruits aren't drafted into CFB, they are free agents who are not only looking for pay, but want to be confident that the program has good coaches, good facilities, a team environment, a history of success, and is fair in how it decides on playing time. I believe that the high-character Coach Campbell, in combination with a knowledgeable and aggressive GM, provide what is necessary to win, grow, and sustain the program.
Remember, Elko chose Marcel Reed as his QB, whereas Cignetti found Mendoza. I think Campbell is more old school tough (Massillon/Mt. Union) like Cignetti who knows football better than many.
