It's likely because whoever made that depth chart believes that Campbell will bring in the starter at that position before the end of the portal session.
I think there is a possibility of that at a few positions. But I also think it is just as probable that the person who made the chart had Amare Campbell there and then removed them when he went into the portal. You've already pointed out a number of areas that this chart may not be capturing and I agree with that. And they only list 2 LB slots. That is what we ran last year but is that what Lynn will be running in 2026? I think this was just an effort from someone who may have a 75% solution. Either way, it's something to look at and crack a joke when a player is 2nd team behind no one.

Yep, even if Lynn plays 2 LB's most of the time it's very likely that the team will also practice a 3 LB set to use against more run oriented teams. And even if Bacon ends up the starter at Mike, or if an incoming transfer yet to decide ends up at Mike, Tatsch would likely have the opportunity to be the 3rd LB in 3 LB sets. We've also seen some PSU LB's move from Will to Mike, and if that were to happen with Rojas we could see Tatsch at Will. Should be an interesting Spring as the LB positions within Lynn's defense get sorted out. The PSU transfer Ta'Mere Robinson that went to USC before the 2025 season couldn't crack the starting lineup for Lynn in 2025 but he doesn't show up in their portal entrants so it looks like he'll give it another try for their new DC.
 
By position look at Returning, Added, and Gone.... Helps to see the total numbers at each position with the current projected roster.

This artticle reviews how Campbell did in the portal in attracting non-ISU players. Only Peoples the OSU RB is rated in the top 15 at their position, at #15 RB. PSU generally being a top 15 to top 5 team would seem to lead to PSU being able to attract a couple top 10 players at their position considering it's been said that Campbell had pretty big NIL to work with. Hope I'm surprised positively by the impact of this group of non-ISU transfers.........

Fortunately some of the ISU transfers are rated reasonably high at their position. Becht #9 QB. Sowell #17 WR. Buhr #30 OL. Brahmar #3 TE. Bacon #3 LB. Neal #16 DB. Cooper #25 DB, Patton #26 DB.

I want to remind everyone that there are no blue chip recruits on Indiana and only 8 4 stars. Coaching matters.
I was at the 1986 NC Fiesta bowl. Miami had better players at most positions.
 
Moving on from the Age of Franklin, from McSorley to Clifford, and on to Allar/Grunk, I'm looking forward to actually seeing what a seasoned, reasonably mobile Becht can do. He has two big TEs and decent WRs in Sowell, Eskildsen, and Howard. And Hansen has good hands out of the backfield. Provided the OL holds up, there is good potential. And maybe converting third and sevens won't be as tedious.

Lets face it, PSU has had a lifelong challenge in developing QBs. We've got ZERO in the NFL who are starting or threatening to start. And I don't recall one in my lifetime other than Kerry Collins.
