You're using "full time employees" from a google AI search.

Knicks is referencing total employees.

In 2010, they had 66,679 employees.


What you'll notice about earlier time period reports of State Department Employees is they include different buckets.

Now they include Foreign Service, Civil Service and "Locally Employed Staff" ... the largest number of employees is in "Locally Employed Staff" ... back in the day they might bucket it as Foreign Service, Civil Service and Foreign Service Nationals. The Foreign Service Nationals bucket did not include FSNs under Personal Service Agreements or Personal Service Contractors. "Locally Employed Staff," however, does include those folks ... and they're the largest sub-bucket.

So here ... https://2009-2017.state.gov/s/d/rm/rls/perfrpt/2010/html/153538.htm ... in 2010, you can add the 3 buckets and get a touch over 30K, but it explains the FSN bucket doesn't include FSNs under PSA or PSCs. In the prior link, you can see 2010 employees being over 66K, and that includes all those other folks.

"Excluding local employees" ... the larger figures being reported INCLUDE local employees, and local employees account for a large amount of the total employment figure.

Just look at my other post ... you'll see, for instance, including local employees more than doubles the total figure for that year.
